The issue of the management of IP addresses and domain names as universal common goods came to the fore as a key element in the WSIS debates. A virtual consensus emerged based on a refusal of the monopolistic power exercised by the United States via the "Department of Commerce - ICANN - Verisign" complex. However, from Geneva to Tunis, the talks were unable to yield an agreement on an Internet governance model.
